The 20-year-old's current deal expires at the end of June and although Millwall belatedly offered the young Scot a new contract at the end of the season, Stoke have believed to have offered him a better deal.
Sweeney had admitted that he would be more than happy to stay at The Den after the club indicated they would offer him a contract extension but Burnige stalled and decided to wait until the end of the season, allowing the player to talk to other clubs.
Sweeney has spent his entire career with The Lions and has made over 60 appearances since his debut three years ago. The player has also made it clear that he doesn't want to really leave The Den but the chairman has failed to sufficiently improve the club's original offer.
