The Lions captured the defender for an undisclosed fee after the player impressed manager Kenny Jackett during a loan spell at the end of last season.
"I was very impressed with Tony during his loan spell here last season," the manager told the club's official website. "I think he'll be a good asset for us. He will have benefited from the experience of being away from here for a year, but he's still a good age and he's fully focused on helping us win promotion to the Championship. I'm very much looking forward to working with him again."
